Managing Government Records

Preston Huff will provide an in-depth briefing of the Federal Government's Managing Government Records Directive (M-12-18) which was jointly issued by OMB and the National Archives and Records Administration (NARA) in 2012. The Directive was issued in response to the Presidential Memorandum on Managing Government Records released on November 28, 2011. The Directive establishes a robust 21st century framework for managing Federal records. It charges NARA to lead the efforts to modernize records management in the Federal Government. The Directive focuses on two main goals:
- Agencies move to electronic recordkeeping by managing all their email in an accessible electronic format by the end of 2016 and managing all their permanent records as electronic records by the end of 2019.
- Agencies must demonstrate compliance with all records management laws and regulations.
There are numerous, detailed, Directive-related activities and initiatives in this decade-long effort that Preston will outline in his talk. Since the Federal government is now at the mid-point in implementing the Directive this briefing will highlight what has been accomplished thus far and what actions remain by the end of this decade to modernize Federal recordkeeping.

Preston has been with the National Archives and Records Administration (NARA) for over 12 years and is currently assigned to the Office of the Chief Records Officer. Since coming to that office in 2012, he has been intimately involved in assisting with the successful implementation of the Managing Government Records Directive which was established in August 2012.
Prior to his current role, Preston was NARA’s Regional Administrator for the Southwest Region which included the four-state-area of Texas, Oklahoma, Arkansas, and Louisiana. Preston has been in the field for over 36 years and is a frequent speaker on archives, records and information management. He has worked in archival / records management programs in both private and public sectors – including the Indiana Commission on Public Records (Records Management Division) and prior to NARA, he was the State Records Administrator for the Commonwealth of Virginia. While at The Library of Virginia, the Records Management Division, which Preston directed, was named the recipient of the 2001 Iron Mountain – ARMA International Award for Excellence in Records and Information Management.
Preston has a BA in U.S. History from Indiana University and an MLS from the University of Denver – with a concentration in Archival Studies. He is a Certified Records Manager and a Certified Archivist. He was the vice president / acting president of the National Association of Government Archives and Records Administrators (NAGARA) in 2006.
